Initial contact is neither a partnership nor a promise of approval. A proposal must be submitted by an identifiable institution and state the issue addressed, proposed activities, timetable, responsible persons, resources and beneficiaries.
Initial review
- verification of legal existence, representatives and relevant authorisations;
- academic coherence and identifiable benefit for intended participants;
- human, technical and financial capacity to carry out the stated activities;
- risks relating to quality, data, branding, payments and conflicts of interest.
Formalisation
If review is satisfactory, a written document sets out purpose, deliverables, responsibilities, budget, intellectual property, data protection, communications, monitoring and termination. A general memorandum does not authorise delivery of an AEES qualification, which requires separate approval.
